That first of all was pretty funny, I've seen some commercials similar. I think it was banned though because maybe it was saying that children are a burden on men so that if they use a condom they wont have that problem on their hands. In that case it's implying that women get pregnant and make the men miserable with a little devil child like the one in the commercial. This is of course not true but I could see how you could get that out of a commercial. I personally thing they should still keep it out there because it's very humorous.
