This is scary. It's prpoblematic to have a bill that restricts government funds for abortion, since it is a legal procedure; but, it's even more problematic to say that if one is raped after someone drugged you, it's not rape. Are Boehner and Rep. Chris Smith going too far? Is this another backlash?
